Office of the Director of Public Prosecutions (DPP) has failed to disclose the direction taken on the case involving Malawi’s former deputy ambassador to Ethiopia, Doreen Kapanga, and former first secretary for administration and finance, Fletcher Chowe, who are suspected to have siphoned K294 million from Malawi’s Embassy in Addis Ababa.
This is happening when police are said to have finished all investigations into the case.
National Police Spokesperson, James Kadadzera has confirmed conclusion of the investigations and said the case files are now with the office of the DPP.
“As police, we are through with our investigations, not today but long time ago. After the investigations, we sent the file to the DPP for prosecution and it’s there,” he said
Kapanga and Chowe were arrested following an audit report at the mission which revealed fraudulent transactions.
In May 2016, the two appeared before court to answer charges of theft of public resources and were later granted bail.
In July 2016, the then national police spokesperson Nicholas Gondwa said the security agency had sent fiscal police officials to Ethiopia to investigate the matter further and that it was waiting to get a bank document on the transaction.
Kadadzera, however, refused to confirm if the police succeeded in obtaining the said bank documents.
“If it’s about the bank document, then you can liaise with the office of the DPP. But what we know is that we are done with our part of investigations,” he said.
When we asked DPP Mary Kachale last week Monday, she referred us to the Public Relations Officer Apoche Itimu. We sent a questionnaire to Itimu and after one week her response was simply asking us to give her more time to respond.
