{"id":72282,"date":"2018-11-30T09:35:18","date_gmt":"2018-11-30T07:35:18","guid":{"rendered":"http:\/\/www.times.mw\/?p=72282"},"modified":"2018-11-30T09:35:18","modified_gmt":"2018-11-30T07:35:18","slug":"government-protests-childrens-bill","status":"publish","type":"post","link":"https:\/\/archive.times.mw\/index.php\/2018\/11\/30\/government-protests-childrens-bill\/","title":{"rendered":"Government protests children\u2019s bill"},"content":{"rendered":"<p><strong><em>By faith kamtambe:<\/em><\/strong><\/p>\n<p><a href=\"http:\/\/www.times.mw\/wp-content\/uploads\/2018\/07\/cecelia-chazama.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-67915\" src=\"http:\/\/www.times.mw\/wp-content\/uploads\/2018\/07\/cecelia-chazama-300x192.jpg\" alt=\"\" width=\"300\" height=\"192\" srcset=\"https:\/\/archive.times.mw\/wp-content\/uploads\/2018\/07\/cecelia-chazama-300x192.jpg 300w, https:\/\/archive.times.mw\/wp-content\/uploads\/2018\/07\/cecelia-chazama-190x122.jpg 190w, https:\/\/archive.times.mw\/wp-content\/uploads\/2018\/07\/cecelia-chazama-120x76.jpg 120w, https:\/\/archive.times.mw\/wp-content\/uploads\/2018\/07\/cecelia-chazama-220x140.jpg 220w, https:\/\/archive.times.mw\/wp-content\/uploads\/2018\/07\/cecelia-chazama-567x365.jpg 567w, https:\/\/archive.times.mw\/wp-content\/uploads\/2018\/07\/cecelia-chazama.jpg 571w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>The government side Thursday protested the tabling of a bill that would see the establishment of a National Children\u2019s Commission.<\/p>\n<p>Thursday, Lilongwe Central Member of Parliament, Lobin Lowe, brought a private members\u2019 bill to Parliament for the establishment of the commission, arguing that, with rising cases of child labour and cases that impede on welfare of children in the country, there is need for Parliament to discuss and pass the bill.<\/p>\n<blockquote><p>Minister of Gender, Children, Disability and Social Welfare, Cecilia Chazama, said the ministry faces financial problems; as such, <em>\u201ccreating a parallel structure will not serve the purpose as it will be duplication of efforts\u201d.<\/em><\/p><\/blockquote>\n<p>Zomba Chisi parliamentarian, Mark Botoman, concurred with Chazama, saying establishing the commission would promote duplication of efforts.<\/p>\n<p>The Government Chief Whip, Henry Mussa, was also against the bill.<\/p>\n<p>Leader of Opposition Lazarus Chakwera, expressed concern over the government\u2019s position on the bill.<\/p>\n<p>In the morning, before the bill was tabled, Finance Minister, Goodall Gondwe, rejected calls for the establishment of the commission, arguing that the government does not have money for the establishment of more commissions in Malawi.<\/p>\n<blockquote><p><em>\u00a8I have not been consulted on this bill; as such, this is not the time to add more commissions when [the] government has no funds,\u201d<\/em> Gondwe said.<\/p><\/blockquote>\n<p>The development did not go well with most parliamentarians and debate arose as most of them argued that Gondwe\u2019s stance on the matter was not realistic.<\/p>\n<p>Lilongwe Mpenu Nkhoma parliamentarian, Collins Kajawa, argued that Gondwe\u2019s decision must be reconsidered as the commission is important.<\/p>\n<p>Dowa East MP, Richard Kamwendo Banda, who is also Parliamentary Committee on Social Welfare Chairperson, rose on a point of order, saying it is disheartening for Gondwe to say that the government does not have money.<\/p>\n<p>Lowe said he was disappointed with Gondwe\u2019s position considering that the Ministry of Gender was involved in consultations on the bill.<\/p>\n<blockquote><p><em>\u00a8We were taken by surprise that, on Wednesday, the Ministry said they were not ready to table the bill, \u00a8<\/em> he said.<\/p><\/blockquote>\n<p>After a heated debate, the bill was eventually referred to the social welfare committee.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By faith kamtambe: The government side Thursday protested the tabling of a bill that would see the establishment of a National Children\u2019s Commission.
