We want all the off budget support to be aligned to sectoral programmes in this country,\u201d<\/em> he said<\/p><\/blockquote>\n<p>However, Council for Non- Governmental Organisations Executive Director, Ronald Mtonga, dismissed the claims, arguing that all registered non-governmental organisations (NGOs) follow procedures before implementing any project in the country.<\/p>\n<blockquote><p><em>\u201cWe have the NGO Act which demands that any registered organisation must provide evidence that they have an understanding with a parent ministry of their work. At the local level, we have a MoU [memorandum of understanding] with Ministry of Local Government which demands NGOs to present their projects, which means that any NGO cannot go to any district and implement a project without the knowledge of the local council.
