{"id":68559,"date":"2018-07-23T09:59:49","date_gmt":"2018-07-23T07:59:49","guid":{"rendered":"http:\/\/www.times.mw\/?p=68559"},"modified":"2018-07-23T09:59:53","modified_gmt":"2018-07-23T07:59:53","slug":"rights-defender-warns-on-spy-machine","status":"publish","type":"post","link":"https:\/\/archive.times.mw\/index.php\/2018\/07\/23\/rights-defender-warns-on-spy-machine\/","title":{"rendered":"Rights defender warns on \u2018spy machine\u2019"},"content":{"rendered":"<p><strong><em>BY JAMESON CHAULUKA:<\/em><\/strong><\/p>\n<p>Human rights defender Billy Mayaya Sunday asked the government not to go ahead with plans to eavesdrop on citizens.<\/p>\n<p>He was commenting on Vice-President <a href=\"https:\/\/www.times.mw\/at-last-chilima-speaks\/\">Saulos Chilima<\/a>\u2019s claims that the government has purchased a machine to spy on people\u2019s private conversations on phones.<\/p>\n<p>Mayaya said eavesdropping on people\u2019s private conversations is illegal, criminal and should not have space in a democracy.<\/p>\n<p>Chilima made the claims when he launched his United Transformation Movement at Masintha Ground in Lilongwe on Saturday.<\/p>\n<p>\u201cMwagulidwa matchini m\u2019dziko muno oti adzitimvera zimene tiziyankhula mmaterefoni. So, to you who have bought the machine through Macra and somewhere else, we know. What do you want to hear? If you want to know our strategy, just join us,\u201d Chilima said.<\/p>\n<p>Chilima also said no plan to rig the May 21 2019 Tripartite Elections using the spy machine would be successful.<\/p>\n<p>\u201cMatchini anuwo ngati mukuti mudzabera chisankho mwauponda. It will not happen],\u201d he said.<\/p>\n<p>But government spokesperson, Nicholas Dausi, dismissed Chilima\u2019s claims, describing the contents of his speech as a package of lies.<\/p>\n<p>\u201cThe Vice-President was the master dramatist peddling a lot of lies to the Malawi nation. I didn\u2019t think he would sink so low [as to say that]. The speech was totally empty and a package of lies. There is nothing of that sort. It is a lie and very unfortunate,\u201d he said.<\/p>\n<p>Macra spokesperson, Clara Mwafulirwa, could not pick our calls Sunday.<\/p>\n<p>Communications law expert, Innocent Kalua, said, so far, there is no law mandating the government to eavesdrop on citizens<\/p>\n<p>\u201cThe right to privacy is not absolute; it can be limited. But here are thresholds that must be made. The limitations must be prescribed by law. There was a bill called National Intelligence Service.
