Expectations are high that revenue collection and service delivery in all councils across the country will be enhanced following the launch of Local Authority Performance Assessment (Lapa) tool.<\/p>\n
The tool was launched by the Ministry of Local Government and Rural Development in collaboration with the Local Government Accountability and Performance (LGAP) project.<\/p>\n
Principal Secretary in the Ministry of Local Government and Rural Development, Kiswell Dakamau, said the tool will also empower communities to identify their need, set performance indicators and targets, thereby holding local councils accountable for their performance in service delivery.<\/p>\n
\u201cThis tool will ensure that we are doing this in line with government policy in areas such as agriculture, health and education and it will help us in making proper plans to achieve set goals in the council,\u201d he said<\/p>\n
Developed with financial support from USAID and DFID, Lapa seeks to develop evidence-based performance assessment tool that provides integrated information on the institutional performance of local councils.<\/p>\n
\u201cWe are orienting the local authorities on this new tool, you know the general public has, over time, decried service delivery in the councils but we expect that things will change because this will create competition among district, city and municipal councils\u2026,\u201d Dakamau said.<\/p>\n
Ntchisi, James Manyetera, District Commissioner said the Lapa tool is a welcome development as it does not aim to witch-hunt workers in the councils but help them improve on their performance.<\/p>\n
\u201cThe Local Government Act does stipulate roles, responsibilities and functions of the council but, as councils, we cannot be operating without a check-up mechanism,\u201d he said.<\/p>\n","protected":false},"excerpt":{"rendered":"
