Speaker of Parliament Richard Msowoya was not in the wrong when he hit and killed a cyclist at Chisemphere in Kasungu on Thursday, police have said.<\/p>\n
Msowoya was self-driving an official vehicle towards Mzuzu when he hit and killed on the spot a cyclist, Raphael Chinowe.<\/p>\n
Central Region Police publicist Ramsy Mushani said the traffic police have gathered that Msowoya was driving towards the same direction with the cyclist when the cyclist suddenly changed direction to cross the road.<\/p>\n
\u201cMr Msowoya was already very close when the cyclist suddenly changed direction to cross the road and he ended up hitting him as there was nothing he could. The cyclist died on the spot due to head injuries,\u201d said Mushani.<\/p>\n
He said Msowoya committed no criminal offence as the police are treating the incident only as fatal accident. He, however, said investigations are still going on to establish further possible causes of the accident.<\/p>\n
Mushani downplayed speculations that Msowoya ran after hitting the cyclist, saying he reported the incident to Kasungu Police Station within 24 hours as required by law.<\/p>\n
\u201cThere was nothing strange about the accident and there is nothing criminal in nature about the incident.<\/p>\n
\u201cIt is not a crime to move away after being involved in an accident depending on the situation because the driver sometimes considers his safety but he must report to the police within 24hours and the Speaker reported to Kasungu Police within 24hours,\u201d he said.<\/p>\n
He said a file of fatal accident has been opened on the incident and an accident investigator will give his final opinion soon. The accident happened around 11:30am at Nanana Village near Chisemphere Turnoff.<\/p>\n
