The Anti-Corruption Bureau (ACB) arrested Member of Parliament for Mzimba
\nHora Constituency Christopher Mzomera Ngwira over abuse funds under Local Development Fund (LDF).
\nA press statement from the graft-busting body\u2019s Senior Public Relations Officer Egrita Ndala released Friday indicated that the arrest comes after the Bureau carried out investigations following an allegation it received in September 2010 over how LDF funds were used.
\nThe ACB had received an initial complaint to do with invoices Ngwira presented of
\nYOGI and Mzimba Hardware, purporting to have supplied building materials for
\nLukwelukwe School project, which was funded by the LDF under Mmbelwa District Council.
\nInvestigations by the bureau established that Ngwira had advised the Project Management Committee to sign blank withdrawal slip and told them not to indicate the total amount to be withdrawn and thereafter, filled the blank withdraw slip with an amount of K650,000.
\nAccording Ndala, the figure was reduced to K250,000 in court after it transpired that Ngwira refunded K400,000.
\n\u201cHe is reasonably suspected to have committed an offence under Section 27(2) of the CPA [Corrupt Practices Act] in that he used his influence as a member of Parliament for Mzimba Hora Constituency to award a contract for the construction of Lukwelukwe Teacher\u2019s House project Under the LDF Programme to Mr Louis tonga of Taonga Shopping Centre when the duty do so is with the Project Management Committee,\u201d reads the statement.
\nThe Mzimba First Grade Magistrate granted Ngwira bail later in the day. Some of the bail conditions are that he should pay K50,000 cash bond and a surety with K50,000 non-cash bond.
\nThe court also told him to be reporting to ACB offices in Mzuzu once every fortnight and that he should notify the ACB when going out of Mzimba or the country.
\nHe expected to appear in court on 15 February.
