{"id":57263,"date":"2017-12-06T10:49:36","date_gmt":"2017-12-06T08:49:36","guid":{"rendered":"http:\/\/www.times.mw\/?p=57263"},"modified":"2017-12-06T10:49:37","modified_gmt":"2017-12-06T08:49:37","slug":"govt-must-be-honest-on-bills","status":"publish","type":"post","link":"https:\/\/archive.times.mw\/index.php\/2017\/12\/06\/govt-must-be-honest-on-bills\/","title":{"rendered":"Govt must be honest on bills"},"content":{"rendered":"<p>AT long last, the government seems to be<br \/>\ndancing to the beat of reason for, after playing<br \/>\nhide-and-seek with the opposition and, by<br \/>\nextension, Malawians on Electoral Reforms<br \/>\nAmendment Bills, sanity finally prevailed<br \/>\nyesterday when the government side promised<br \/>\nto table two out of six bills on the same.<br \/>\nWhile we take the government\u2019s promise<br \/>\nwith a pinch of salt, we believe that the promise<br \/>\nhas been made in good faith considering that<br \/>\nMalawi is on the verge of ending electionrelated<br \/>\nconflicts.<br \/>\nMemories of the 2014 Tripartite Elections<br \/>\nand, of course, the election of 2009, 2004<br \/>\nand 1999 are still fresh. We are talking of<br \/>\nexperiences we have had, in terms of disputes<br \/>\nrelated to election results. Save for the<br \/>\nelections of 1994, when the Malawi Congress<br \/>\nParty (MCP) honourably bowed out of the<br \/>\ngovernment and peacefully handed over the<br \/>\nmantle to the United Democratic Front, our<br \/>\nelections have been marred by disputes.<br \/>\nAgainst this background, it baffles us that<br \/>\nthe government continues to play delaying<br \/>\ntactics, when it comes to tabling the six<br \/>\nElectoral Reforms Amendment Bills. In fact,<br \/>\nthe government side seems to have been<br \/>\nspurred into action after push came to shove.<br \/>\nOn Monday, MCP Members of Parliament<br \/>\nand legislators from some opposition parties<br \/>\nwalked out of Parliament\u2019s chamber. The<br \/>\nlegislators only returned to the chamber<br \/>\nyesterday, after the Business Committee of<br \/>\nParliament hastily made an announcement,<br \/>\nto the effect that two bills would be tabled as<br \/>\na matter of urgency. Further to that, it was<br \/>\nsuggested that the current meeting be extended<br \/>\nbeyond its term to make way for legislators to<br \/>\ntable the four remaining bills.<br \/>\nWe can only hope that the government side<br \/>\nwill not revert to the tried and tired tactics<br \/>\nof delaying the inevitable. The only way out<br \/>\nof this, and the sure way to winning citizens\u2019<br \/>\ntrust, is to live up to its promise and bring on<br \/>\nthe bills for tabling.<br \/>\nWe do not want the government to hide<br \/>\nbehind costs and run away from people\u2019s<br \/>\nexpectations. The issue of money sounds like<br \/>\nanother evasive tactic.<br \/>\nWe need the laws and when you need<br \/>\nsomething there is a cost to it.
