{"id":44061,"date":"2017-04-08T08:26:45","date_gmt":"2017-04-08T06:26:45","guid":{"rendered":"http:\/\/www.times.mw\/?p=44061"},"modified":"2017-04-08T08:26:46","modified_gmt":"2017-04-08T06:26:46","slug":"expert-queries-blantyre-city-council-property-valuation","status":"publish","type":"post","link":"https:\/\/archive.times.mw\/index.php\/2017\/04\/08\/expert-queries-blantyre-city-council-property-valuation\/","title":{"rendered":"Expert queries Blantyre City Council property valuation"},"content":{"rendered":"<p>An expert has questioned the property valuation exercise being carried out by Blantyre City Council (BCC), saying the use of inexperienced and unregistered surveyors may compromise standards and quality of work.<\/p>\n<p>BCC has embarked on a Supplementary Valuation Roll (SVR) exercise targeting 117 properties and has engaged university students from The Polytechnic to undertake the exercise.<\/p>\n<p>Surveyors Institute of Malawi (SIM) President, Ellen Chapinduka Nyasulu, has expressed reservations over the arrangement, observing that any professional shortfalls would reflect badly on practitioners.<\/p>\n<p>But BCC Chief Executive Officer, Alfred Chanza, has defended the exercise, arguing that there is no law that stops the council from using an internal team or contracting a private company to help with the exercise.<\/p>\n<p>A letter that SIM wrote to the council, dated February 1st 2017 and titled \u2018SIM Position on The Use of Internal Team to Carry Out an SVR for the 2005 Quinquennial Valuation Roll (QVR)\u2019, faults the absence of valuers who participated in the 2005 QVR.<\/p>\n<p>\u201cIn the absence of this corroboration, the quality of the roll, in terms of relative values and hence its conformity to the rating legislation, are highly compromised. This is a huge issue in terms of standards and quality of the output. As such the internal valuer you have has just been registered and has never been exposed to any rating valuation before, which could give him the context to this SVR as envisaged by Section 66 to 69 of [the] Local Government Act, 1998,\u201d reads the letter signed by Nyasulu.<\/p>\n<p>But, in an interview on Thursday, Chanza claimed that the last QVR, which, was prepared in 2005 was a mess and that the council cannot trust the data.<\/p>\n<p>\u201cThere have been so many queries, attached to the original QVR, which haven\u2019t been resolved to this day. What we are doing is that we have targeted specific property to be put in our system and the students are only collecting data and an independent valuer will do the actual assignment,\u201d Chanza said.<\/p>\n<p>Chanza said the council will spend K15 million on the exercise, adding that once the SVR is completed the council will be able to generate minimum revenue of K100 million every six months.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>An expert has questioned the property valuation exercise being carried out by Blantyre City Council (BCC), saying the use of inexperienced and unregistered surveyors may compromise standards and quality of work.
