{"id":43173,"date":"2017-03-25T09:29:21","date_gmt":"2017-03-25T07:29:21","guid":{"rendered":"http:\/\/www.times.mw\/?p=43173"},"modified":"2017-03-25T09:29:22","modified_gmt":"2017-03-25T07:29:22","slug":"mctu-faults-parliament-staff-union","status":"publish","type":"post","link":"https:\/\/archive.times.mw\/index.php\/2017\/03\/25\/mctu-faults-parliament-staff-union\/","title":{"rendered":"MCTU faults Parliament staff union"},"content":{"rendered":"<p>The Malawi Congress of Trade Unions (MCTU) has criticised Parliament\u2019s trade union for obtaining a court order restraining the Parliamentary Service Commission (PSC) from advertising vacancies before they are competed for internally.<\/p>\n<p>The staff union obtained the order from the Industrial Relations Court on March 10 2017. The union argued that positions should first be competed for internally and the remaining positions should then be advertised externally.<\/p>\n<p>MCTU outgoing president, Chauluka Muwake, said it may not be against the laws if the Parliamentary Service Commission had followed all the required procedures in recruiting people.<\/p>\n<p>\u201c[Otherwise] what the union has asked for can be equated to bringing corruption into the recruitment exercise. If the members of staff are interested in the positions, they are supposed to apply and compete with others during interviews. Let them be considered if they qualify,\u201d Muwake said.<\/p>\n<p>He added that Malawi is a democratic country, which means principles of transparency and accountability should be promoted.<\/p>\n<p>\u201cAdvertising the jobs to interested individuals outside the Parliamentary Service Commission is one of [the mechanisms of promoting] such [principles]. The process of filling positions internally and [leaving] the remaining ones to the public shows lack of transparency and people may not trust the whole exercise,\u201d Muwake said.<\/p>\n<p>Parliament spokesperson, Leonard Mengezi, said the Parliamentary Service Commission has since stopped the recruitment exercise until the matter is settled.<\/p>\n<p>\u201cAdvertising positions through the local press has been the norm of advertising job vacancies within the commission. This is the first time that such a thing has happened but such things do happen anyway. The Union has just been established,\u201d Mengezi said.<\/p>\n<p>Mengezi further said PSC has new conditions of service which came into force on February 26 2017.<\/p>\n<p>He said PSC conditions of service require that vacancies for positions should be approved by the government through the Department of Human Resources Management and Development and, thereafter, the posts are advertised internally or externally.<\/p>\n<p>Mengezi said the adverts in question went through the same process and were legitimate.<\/p>\n<p>PSC advertised 56 vacancies through local newspapers three weeks ago.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Malawi Congress of Trade Unions (MCTU) has criticised Parliament\u2019s trade union for obtaining a court order restraining the Parliamentary Service Commission (PSC) from advertising vacancies before they are competed for internally.
