{"id":42158,"date":"2017-03-09T11:12:21","date_gmt":"2017-03-09T09:12:21","guid":{"rendered":"http:\/\/www.times.mw\/?p=42158"},"modified":"2017-03-09T11:12:22","modified_gmt":"2017-03-09T09:12:22","slug":"parliamentary-service-commission-refuses-to-discipline-speakers","status":"publish","type":"post","link":"https:\/\/archive.times.mw\/index.php\/2017\/03\/09\/parliamentary-service-commission-refuses-to-discipline-speakers\/","title":{"rendered":"Parliamentary Service Commission refuses to discipline speakers"},"content":{"rendered":"<p>There seems to be no end in sight in the house scam involving Speaker of Parliament, Richard Msowoya and his deputies Esther Mcheka- Chilenje and Clement Chiwaya as Parliamentary Service Commission (PSC) is still refusing to discipline its staff and to recover the funds especially from Msowoya.<\/p>\n<p>PSC Spokesperson, Vitus Dzoole-Mwale, yesterday defended Msowoya\u2019s alleged pocketing of extra house allowance and maintained that findings and recommendations by Anti-Corruption Bureau (ACB) were \u201coutrageous\u201d and \u201cabsurd\u201d.<\/p>\n<p>In its report submitted to Parliament in May last year, the graft busting body among others faulted Msowoya\u2019s house allowance of K750,000 saying the increase was not approved by the House.<\/p>\n<p>Chiwaya and Chilenje declared their houses as belonging to estate agents, thereby forcing Parliament to give an extra K300,000 a month, since it was perceived that the houses they were staying in were rented.<\/p>\n<p>Minutes of an extra\u2013ordinary meeting of PSC held on July 13 2014 show that a recommendation was made to revise accommodation rates from K450,000 to K750,000 for Speaker, K150,000 to K550,000 for deputy Speakers while leader of opposition rate went up to K550,000 from K100,000.<\/p>\n<p>According to Dzoole-Mwale, evidence of fraud points to the two deputy speakers and not Msowoya who he said should not be dragged into the matter.<\/p>\n<p>\u201cWe have not started the process of recovering the money or disciplining some staff. The Speaker was not pocketing any money because Parliament was paying Msowoya\u2019s landlord directly. Why should the Speaker be told to pay back the money? We made comments on the report by the ACB and they are yet to come back to us. As far as the commission is concerned it is the two deputy speakers who should be disciplined,\u201d he said.<\/p>\n<p>In June last year, PSC sent back the report to the bureau saying it was dissatisfied with the findings and requested ACB to institute another probe but at the time ACB Deputy Director General, Reyneck Matemba, told this paper that the bureau had done a thorough job.<\/p>\n<p>In August last year, Malawi Law Society (MLS) wrote Director of Public Prosecutions (DPP), Mary Kachale, to analyse the issue involving the deputy speakers, and proceed with criminal proceedings if found to be in the wrong.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There seems to be no end in sight in the house scam involving Speaker of Parliament, Richard Msowoya and his deputies Esther Mcheka- Chilenje and Clement Chiwaya as Parliamentary Service Commission (PSC) is still refusing to discipline its staff and to recover the funds especially from Msowoya.
