{"id":30211,"date":"2016-08-18T10:41:07","date_gmt":"2016-08-18T08:41:07","guid":{"rendered":"http:\/\/www.times.mw\/?p=30211"},"modified":"2016-08-18T10:41:07","modified_gmt":"2016-08-18T08:41:07","slug":"nkhotakota-district-council-irks-of-parliament","status":"publish","type":"post","link":"https:\/\/archive.times.mw\/index.php\/2016\/08\/18\/nkhotakota-district-council-irks-of-parliament\/","title":{"rendered":"Nkhotakota District Council irks of Parliament"},"content":{"rendered":"<p>There was drama during Nkhotakota full council meeting on Tuesday when Member of Parliament (MP) for Nkhotakota South, Greselda Mwale, nearly fought with Chairperson of Works and Development Committee, Joseph Zimkungwi, after the parliamentarian got irked with a report on a development project in her area.<\/p>\n<p>Zimkungwi presented a report on the progress of seven development projects under District Development Fund (DDF) which indicated, among others, that construction works of Kasamba Girls\u2019 Hostel in the parliamentarian\u2019s area, are at 11 percent.<\/p>\n<p>This did not go down well with the MP who claimed that there was nothing on the ground and accused Zimkungwi and the Council secretariat of messing up things in the DDF projects.<\/p>\n<p>\u201c90 bags of cement were brought for the construction works at Kasamba [girls\u2019 hostel] but as I am talking, only 20 bags were used to start the project. The construction work stopped and the remaining 70 bags got damaged because they had stayed idle for long time.<\/p>\n<p>\u201cAnd now to hear that construction work is at 11 percent is an insult to the people in my area,\u201d Mwale said.<\/p>\n<p>She accused the secretariat of mismanaging DDF projects. This did not go down well with Zimkungwi who could not hold his patience and exchanged words with the legislator, before walking out of the meeting.<\/p>\n<p>Other councillors and MPs present during the deliberations also heaped blame on the works and development committee and council secretariat for stalling most of the development projects.<\/p>\n<p>MP for Nkhotakota Central, Peter Mazizi, asked the committee to be diligent enough when presenting information before the full council to avoid giving wrong information.<\/p>\n<p>Kasangazi Ward Councillor, Matthews Nkope, accused the secretariat of lacking transparency and accountability.<\/p>\n<p>\u201cIn my area, we received materials for buildings of a nurse\u2019s house in October last year but the materials are just being kept. As a development implementer, I don\u2019t have an idea on the progress of the project because we are not being involved,\u201d Nkope said.<\/p>\n<p>But District Commissioner, Felix Mkandawire, attributed the problems to failure to follow government\u2019s guidelines for DDF projects are not being followed in the district.<\/p>\n<p>\u201cDDF is not for ward projects but that we should choose main projects for the whole district. But because here we want to share projects ward by ward that is why we cannot see progress,\u201d Mkandawire said.
