The Malawi Revenue Authority (MRA) on Friday launched the Electronic Fiscal Devices (EFDs) Lisiti Langa campaign which aims at empowering consumers to demand a receipt for any purchase of goods and services.<\/p>\n
The launch of the campaign took place in Limbe, Blantyre.<\/p>\n
MRA Board Chairperson, Evelyn Mwapasa said there were various challenges that MRA encountered when collecting Value Added Tax (VAT) before the introduction of the EFD machines.<\/p>\n
Mwapasa said the challenges included non-issuance of sales receipts by traders so that customers are not charged VAT, little demand of sales receipts by customers, and non-reporting on non-issuance of receipts by customers.<\/p>\n
\u201cOur challenges on the part of traders were: Maintenance of parallel invoice books\u2013 one for their true sales and the other for declaration to MRA, suppression of sales by traders, false input VAT claims by traders so that they get VAT refunds from MRA which they do not deserve, charging wrong VAT rates and even non-remittance of the VAT collected.<\/p>\n
\u201cThe introduction of EFD is meant to limit such incidences. This is because any sales transaction done through EFD will be transmitted online through to MRA\u2019s central server. This will fully empower the authority to ably assess and collect the correct amount of VAT from VAT operators. For this to be achieved, consumers need to demand EFD receipts at every transaction,\u201d said Mwapasa.<\/p>\n
She said the EFD regulations in the VAT Act indicate that failure to demand a fiscal receipt is an offence and that any person who, after purchasing goods or services, fails to demand and retain a fiscal receipt or fails to report a refusal by a user to issue a fiscal receipt as required by these regulations stands to be penalised.<\/p>\n
\u201cWe appeal to anyone denied an EFD receipt from VAT registered businesses or those issued with EFD receipts not tallying with their purchases to always report to MRA,\u201d said Mwapasa.<\/p>\n
Consumers Association of Malawi (Cama) Executive Director John Kapito said demanding EFD receipts in all purchases from registered Value Added Tax (VAT) businesses is a right for every consumer.<\/p>\n","protected":false},"excerpt":{"rendered":"
